to deal with the current fiscal issues before us that included the no washington exemption from obamacare language. as i said, i think that's very, very important for two reasons. one, the principle. i think the first rule of american democracy should be that washington lives by the same rules as it imposes on america. under obamacare, under everything. and secondly, a very practical consideration. i think the quicker we do that, the quicker we start getting things right. the quicker we start understanding in a gut, personal way the real challenges and burdens of obamacare and the quicker we start changing that. i returned just a couple hours later to congratulate the house because apparently they're moving in exactly that direction. and all indications are that they'll be going to the rules committee very, very soon with a package that features that really has as its centerpiece that no washington exemptions from obamacare language. again, i think it's important for all the reasons i said. i also want to point out that assuming the house passes that, i think they're going to tonight, tha

extend the debt limit but had really weak obamacare measures. one thing to improve verification for people that get subsidies. another cut a tax, mostly unions didn't like. mitch mcconnell thought that was a pretty weak deal. the plan was to go to the senate, go to the house where republicans have a majority, add a couple obamacare measures. perhaps the medical device tax, delay or repeal of that. send it back to the senate. they would have a deal. the house just melted down yesterday. republican could not agree what to do. by the end you saw eric cantor essentially surrender at end of the night saying they would not have a bit. that goes back to the senate. republicans are minority. have less leverage. they will come up with something. bill: what is that something? what is expected i guess is the right way to phrase that? >> they will fight over how long to extend the government spending agreement because republicans want it to be longer because it has those lower levels of sequestration spending. same thing democrats want it to be shorter. they will talk about that. and republ

. very excited to talk to him. earlier this week we talked about how the official launch of obamacare was marred by web glitches anlong delays. but there was another major obstacle to obamacare's implementation. total dickishness. you see, obamacare for all its well-documented issues and problems is still a well-intentioned attempt to get people who have not had health insurance in this country health insurance. medicaid has traditionally covered people up to this income level. obamacare was going to cover them ostensibly down to this income level. so it was going to be the gap there, about the size of an ipad ee cement instead of an ipad it is about 8 million people living just above the poverty line so to provide health insurance for this nation's, you know, center, the federal government was going give the state government money to expand their medicaid program. for three years the state would pay for this program, i think the number was about 0. and then after that, they would pay up to 10%, i think, by the time it was 2020. so what a great deal. but wouldn't you know it. >> 26 st

, but -- but they are two distinct and separate issues and they should be examined that way. it started with obamacare, a law that was sold to people as something that would help them gate fordable health insurance. but that is not what it's going to be. we've all heard the news of what a fiasco the roll-out of the exchanges have been. but as bad as the roll-out of the exchanges and the web site has been, we need to realize that that was supposed to be the easy part. the most difficult and disruptive parts of that law are yet to come. in the months to come, a thou insurance fee -- a new insurance fee, a new tax on hardworking americans will be added to insurance policies. people will be required to give up existing coverage that they are happy with if it doesn't meet the standards created by obamacare. and if they don't buy the insurance, they eventually will have to pay a tax that goes up to either $695 a year or 2.5% of your income. employers with more than 50 full-time employees will be required to offer a certain type of coverage to their employees, so many of them are moving people part-time work

me ask you about senator ted cruz. he led this effort to tight funding of obamacare to shutting down the government. he said he is not backing away. he says he will continue to do-- and these are hid words-- "anything he can to stop" what he calls the train wreck that is obamacare? how are you going to deal with that? >> well, i certainly agree with senator cruz that obamacare is indeed a train wreck. a visit to the web site is kind of like a trip to the department of motor vehicles in your state. even if people can access the web site, there's no way to-- to get quotes. even those who may be fortunate enough to cip sign up are goingo find the premiums are hiring and choices are fewer. one thing all republicans agreed on in 2009 was we thought obama p obamacare was a terrible mistake for the country. we still think that, and we're going to do everything we can in the future to try to repeal it. but that requires a republican senate and a different president. we have a math problem in the senate in getting rifd obamacare. it's the following math problem-- 55 democrat explz 45 republic

to the crisis before us which includes no washington exemption language regarding obamacare. i strongly support, of course, that language and i strongly support that discussion and i effort in the house. and i really encourage all of our house colleagues to look hard at that and act on that and particularly i'd encourage my louisiana colleagues to do that. madam president, i've purnd thid this issue ever since we got back from the august recess. as you know, madam president, right as we went into that august recess, the obama administration issued a rule, an illegal rule, in my opinion, without statutory authority contrary to the obamacare statute that lives members of congress and congressional staff special status, a special exemption or a special subsidy, if you will, not in the law and one not enjoyed in that way by any other american. and this no washington exemption language, which i've been an advocate of with many others here in the senate, with many house colleagues, would end that special elite status. and that's what we need to do. madam president, i think we need to do it for two cr
